According to the Resolution, based on the epidemic situation, change measures to prevent and control the Covid-19 epidemic from a group A infectious disease to a group B infectious disease; prepare scenarios for all situations, including when the epidemic outbreak is strong, on a large scale, beyond the capacity of the health system and in a situation with a new, more dangerous strain.
With the general goal of ensuring effective epidemic control, controlling the rate of spread in the community, maximum protection of people’s health and life, and minimizing severe cases and deaths due to the Covid-19 epidemic; recovering the economy.
The resolution sets specific goals that are: By the end of the first quarter of 2022, to complete the 2nd injection for people aged 12 to under 18 years, the 3rd injection for people aged 18 years and over to the vaccination schedule, except for subjects with contraindications to injection.
Ensure adequate vaccines and complete immunization for children aged 5 to under 12 years by September 2022.
All citizens must comply with appropriate epidemic prevention and control measures; all agencies, organizations and enterprises carry out the infection risk assessment and update and report the assessment results.
Have a flexible surveillance and detection strategy for SARS-CoV-2 infections, suitable to the epidemic situation in each period. Reduce the death rate from Covid-19/1 million people to a level lower than the Asian average.
Improve capacity of the health system, especially preventive medicine and grassroots health; increase investment in equipment and facilities for medical facilities, have remuneration policies suitable for those in charge of preventive medicine and grassroots health; enhancing the quality of first aid and active resuscitation at medical examination and treatment establishments at all levels.
100% of provincial-level disease control centers, district-level health centers, commune-level health stations, health facilities at detention facilities, and infirmaries in units of the armed forces have been strengthened to perform professional tasks in epidemic prevention and control.
Ensure the number of beds for intensive care at medical examination and treatment establishments at the district level or higher according to the guidance of the Ministry of Health. 100% of people infected with Covid-19 with severe and critical developments are treated and cared for according to regulations.
The resolution also provides for protection of vulnerable groups by the epidemic such as the elderly, people with underlying medical conditions, people with disabilities, pregnant women, the homeless, orphans, and ethnic minorities, groups of migrant workers in urban areas… are guaranteed access to health services.
This program will be implemented for a period of 2 years from 2022 to 2023. In case the epidemic ends earlier or lasts until 2024, the Ministry of Health reports to the Government to consider continuing the implementation of this Program or amending it timely supplement, suitable to the epidemic situation.
