A man in the central Vietnamese province of Thua Thien-Hue was fined over VND1.4 million (US$60.2) for beating his wife and chaining her to a pillar in their house.
Duong C., a resident of Phong Dien District, was levied a VND1.2 million ($51.6) for “beating and inflicting injuries on a family member,” Trinh Duc Hung, chairman of the district’s administration, confirmed on Wednesday.
C. was also required to pay an additional VND250,000 ($10.75) for causing noise and disturbing order in the neighborhood.
Police have put him under monitoring and had him sign a commitment letter promising an end to the violence against his wife.
The fine came after a photo showing C.’s wife, Nguyen Thi G., chained to a column in their home went viral on social media earlier this week.
It is believed that the picture was taken sometime in September.
Local news sites have reported that C. often assaults his spouse when he is drunk or loses money to gambling.
An investigation later showed that C. beat his wife and chained her leg to the house column that day, after she refused to give him money for gambling.
Local authorities have removed G. and her child from the family’s residence for their own safety.
The women’s union in Phong Dien District has also been providing assistance to the victim.
G. has since filed for divorce.
