A man in Ninh Binh province has been arrested for snatching a bag from a foreign tourist in Hoa Lu town, local media reported.
According to the local police, Dinh Lenh Son, 28, was riding his motorbike through the town on May 4 when he spotted the tourist riding a bicycle with a handbag in the pannier. He snatched the handbag and fled the scene. The victim reported the theft to the police, stating that the bag contained their passport, personal papers, bank cards, and VND3 million (US$128) in cash.
The police apprehended Son and retrieved all the stolen items, which were returned to the victim. Son admitted to the crime and was found to have a prior conviction for a similar offense. Theft is a criminal offense if the value of the stolen property exceeds VND2 million.
