September 28, 2025 — Vietnam Insider – More than 2.6 million students across central Vietnam will stay home on Monday, September 29, as local authorities take precautionary measures ahead of Typhoon Bualoi, one of the most powerful storms expected to make landfall this year.
In Nghệ An, officials announced that more than 945,000 students will remain home to ensure safety as the storm approaches. Hà Tĩnh followed with a similar directive, suspending classes for around 364,000 students while instructing schools to arrange make-up lessons to keep the academic schedule intact. Quảng Trị also confirmed that approximately 433,500 students at all levels will be off school starting Monday. Meanwhile, in Thanh Hóa, more than 876,000 students from kindergarten to high school have been told to stay home on September 29. From September 30 onward, school closures will be determined based on actual storm conditions and reported to local authorities.
In Đà Nẵng and Thừa Thiên Huế, schools and universities have been given discretion to decide on closures according to the severity of weather conditions. Several institutions, including FPT High School in Huế, have already announced suspensions to safeguard students.
According to the National Center for Hydro-Meteorological Forecasting, Typhoon Bualoi was located over the waters west of the Hoàng Sa (Paracel) Islands at 4:00 a.m. today, around 200 kilometers east of Đà Nẵng. With maximum sustained winds reaching 133 kilometers per hour (equivalent to Category 12) and gusts up to Category 15, the storm is moving west-northwest at a speed of 30 kilometers per hour. By late afternoon, it is expected to bring destructive winds and heavy rains along the coast from Đà Nẵng northwards to Nghệ An and Quảng Trị. Early on September 29, the storm is forecast to make landfall between Thanh Hóa and Hà Tĩnh with winds of Category 9–10, gusting up to 13.
Even before making landfall, the storm’s outer circulation has already triggered strong winds and heavy rains in Quảng Trị, Đà Nẵng, Hà Tĩnh and Huế. Local governments have directed schools to remain vigilant, implement safety measures, and prioritize student protection. At the same time, schools are expected to schedule make-up classes to comply with Ministry of Education and Training guidelines, ensuring that academic progress is not disrupted.
