In the immediate future, it is necessary to study and build an additional urban drainage system on the road that collects Thang Long Boulevard and solutions for local depressions in underground tunnels.
Mr. Phong proposed to assign Hoan Kiem District People’s Committee to study and implement a plan to build an underground regulating tank to store rain water at the intersection of Bat Dan – Duong Thanh, as he did similar to an underground regulating tank on Nguyen Khuyen street, in front of the Ly Thuong Kiet Secondary School.

However, the situation of Ho Chi Minh City in recent years is not much better than before.
Meanwhile, looking at the problem of Hanoi broadly, experts say that the most worrying thing about Hanoi right now is that water supply and drainage has not been improved but is preparing to fill a lot of ponds and lakes.
According to the map of the land use plan of Hanoi in 2020, many lakes in the capital are about to be filled to build houses and roads. For example, in Hoang Mai district, the lake opposite Mega Market at 126 Tam Trinh can be leveled to build the TDC apartment and public service project (Lucky House); The lake near the hospital for treating Covid-19 patients was leveled to build the Tan Hoang Mai urban area construction project; a part of Thanh Tri lake will be leveled to build roads and houses with an area of about 1.8 hectares.
In Long Bien, there are Xuan Que and Son Thuy lakes (also known as Ba Do lakes) to build technical infrastructure and create a land fund for auction of land use rights.
According to architect Tran Huy Anh, Standing member of the Hanoi Association of Architects, the reality of the capital is that when Hanoi expanded its inner city, many low-lying areas were leveled. New urban areas such as Linh Dam, Ha Dong, Nam Tu Liem, Cau Giay mostly spring up in low-lying areas, new lake digging projects are behind schedule, leading to increasingly serious flooding.
This is also the basis for raising concerns that many lakes in Hanoi are about to be filled for urban projects, which may lead to rainwater overflowing into the streets causing flooding.
