<p>VIETNAM INSIDER – As global energy markets pivot toward cleaner fuels and supply diversification, Vietnam is fast emerging as a strategic LNG gateway in Southeast Asia—now drawing deeper commitments from U.S. energy players seeking long-term positioning in Asia’s next growth market.</p>
<p>U.S.-based Nebula Energy has moved to take full control of the Ca Mep LNG terminal near Ho Chi Minh City, after its subsidiary AG&amp;P LNG agreed to acquire the remaining stake from local firm Hai Linh Company. The deal lifts AG&amp;P LNG’s ownership from 49% to 100%, although financial terms remain undisclosed and regulatory approvals are still pending.</p>
<p>The Ca Mep LNG terminal—one of only two operational LNG import facilities in Vietnam—is positioned to become a cornerstone of the country’s evolving gas-to-power ecosystem. With planned expansion capacity of up to 6 million tonnes per year, the facility is being integrated into Nebula Energy’s global LNG supply chain, reinforcing Vietnam’s role in regional energy flows.</p>
<p>Completed in 2025, the terminal is already equipped to supply stable LNG volumes to industrial and power generation clients across southern Vietnam. Its infrastructure includes three onshore storage tanks with a combined capacity of 220,000 cubic meters, along with distribution systems capable of reloading LNG onto smaller vessels and delivering compressed natural gas (CNG) and LNG via tanker trucks. Critically, the terminal is directly connected via pipeline to Vietnam’s largest gas-fired power complex, with total capacity reaching 3.9 gigawatts.</p>

For international investors seeking stable growth exposure in Asia, the country’s latest data underscores a compelling narrative: Vietnam is not just attracting more capital—it is attracting better capital.</p>
<p>According to the General Statistics Office of Vietnam, total registered FDI reached US$15.2 billion in the first quarter of 2026, marking a sharp 42.9% increase year-on-year. The surge was driven primarily by newly registered capital, which more than doubled to US$10.23 billion, alongside a strong rebound in capital contributions and share purchases totaling US$2.66 billion. This momentum more than offset a decline in adjusted capital flows, signaling renewed investor confidence in fresh project deployment rather than incremental expansion.</p>
<p>More importantly for global markets, the quality and execution of capital flows are strengthening. Disbursed FDI—a key indicator of real economic impact—rose 9.1% to US$5.41 billion, the highest first-quarter figure in five years. The bulk of this capital continues to flow into manufacturing, reinforcing Vietnam’s role as a critical node in global supply chains. The processing and manufacturing sector alone accounted for over 70.6% of registered capital and nearly 83% of disbursed funds, highlighting the country’s strategic positioning as companies diversify production away from traditional hubs.</p>
<p>Investment concentration from key Asian partners further reinforces this trend. Singapore and South Korea dominated new inflows, together accounting for nearly 88% of total registered capital. This reflects a broader regional realignment, where capital from advanced Asian economies is being redeployed into Vietnam to capitalize on its cost competitiveness, trade agreements, and improving infrastructure.</p>

Vietnam has effectively become an FDI-driven manufacturing hub, where foreign-invested enterprises anchor export growth and industrial capacity. In 2025, the country’s exports reached US$475 billion, up 17 percent year on year. FIEs accounted for 77.3 percent of total exports, equivalent to US$367.1 billion, up 26.1 percent—while domestic enterprises contributed US$108 billion, or 22.7 percent. The imbalance underscores both Vietnam’s global integration and its reliance on foreign-led production ecosystems.</p>

<p>Setting up a factory in Vietnam is a multi-layered process. Beyond legal registration and land acquisition, companies must navigate industrial park selection, licensing procedures, construction timelines, machinery installation, and workforce recruitment. Even under optimal conditions, it can take 12 to 24 months before operations stabilize.</p>

<p>Hanoi is targeting annual economic expansion of at least 10% through 2030 while pursuing an upgrade to investment-grade status from agencies like S&amp;P Global Ratings and Moody’s. The strategy hinges on massive public spending across hundreds of transport, energy, and urban development projects launched in 2025, collectively valued at around $200 billion—one of the most ambitious infrastructure programs in the region.</p>
<p>According to S&amp;P, Vietnam is expected to remain Asia’s fastest-growing economy after India through 2028, with projected annual growth of 6.7%. The country already delivered an 8% expansion last year, ranking second in Asia behind Taiwan. This performance is underpinned by strong export momentum, particularly in electronics, where Vietnam has become a critical manufacturing hub for multinational corporations seeking supply chain diversification beyond China.</p>
<p>However, this growth model comes with trade-offs. “The government’s commitment to expanding infrastructure investment will likely bring more years of strong growth,” said Kim Eng Tan of S&amp;P. “But such expenditure may lead to larger fiscal deficits and smaller current account surpluses, offsetting some of its gains.” For global investors, this signals a familiar dilemma: growth acceleration versus macroeconomic stability.</p>

<p>Vietnam’s sovereign credit profile remains just below investment grade, with S&amp;P maintaining its BB+ long-term rating. By January 2026, the country had already moved into the top position, underscoring the speed of demand growth and the country’s rising influence in global protein supply chains.</p>
<p>The trade is dominated by Poland, which shipped over 37,000 tonnes last year, far ahead of France and other suppliers such as Hungary, Italy, and Netherlands. For European exporters facing slowing demand at home, Vietnam has become a high-growth outlet, driven by its expanding middle class and increasing trust in EU-certified food safety standards.</p>
<p>This surge marks a strong rebound from pandemic-era disruptions, when imports fell to roughly 30,000 tonnes annually between 2021 and 2022. Since 2023, volumes have nearly doubled as consumption normalized and supply chains stabilized. European industry representatives point to Vietnam as a “priority market,” reflecting not just short-term recovery but long-term structural demand.</p>
