										<content:encoded><![CDATA[<blockquote><p>Vietnam’s Ministry of Health on Tuesday announced a new COVID-19 patient who had returned from Russia and been quarantined upon arrival.</p></blockquote>
<p>The patient is 53 years old and has a registered address in Nam Tu Liem District, Hanoi, the health ministry said.</p>
<p>On July 9, the male patient landed at Can Tho International Airport in the eponymous city, located in the Mekong Delta, aboard flight VN5062 from Russia.</p>
<p>He was sent to a centralized quarantine center in Ca Mau, Vietnam’s southernmost province, upon landing.</p>
<p>His sample was taken for a COVID-19 test on Sunday and the result then returned positive.</p>
<p>He is being isolated for treatment at Ca Mau General Hospital.</p>
<p>Vietnam has logged 373 COVID-19 cases, with 352 having recovered from the disease and zero deaths, according to the Ministry of Health.</p>
<p>Out of the 21 patients in treatment, 15 are still coronavirus-positive while six have tested negative at least once.</p>
<p>At the time of writing, authorities in the Southeast Asian country are quarantining 13,300 people coming from outbreak-hit regions, including 72 at hospitals, over 400 at home, and the rest at collective facilities.</p>
<p>Vietnam has not documented a single case of local transmission over the last 89 days but the virus has been detected among those entering the country from abroad.</p>
<p>Vietnam has denied entry to all foreigners since March 22 and suspended international flights from March 25 to stall COVID-19 spread.</p>
<p>But the government has approved the entry of foreign experts and skilled workers, all subject to quarantine upon arrival, and arranged for flights to bring overseas Vietnamese back home.</p>
<p>The Ministry of Transport said on Monday that the country had decided to resume commercial flights to and from China – where the virus first surfaced in December last year – but it stopped short of mentioning a date.</p>
<p>Vietnam and China would work on when flights would be restored, the ministry said in a statement.</p>

<p>Three women and a man have been arrested after raids at a hotel in Bến Nghé Ward and an apartment in District 7.</p>
<p>They include 27-year-old man, Lục Triều Vỹ, from Đà Nẵng who is suspected of being a pimp to the women.</p>
<p>The detained women told police they would go to hotels to service wealthy businessmen for between $18,000 and $30,000 a time.</p>
<p>They also told police they were instructed to go to their appointments by Vỹ and that they had taken part in beauty pageants in both Việt Nam and overseas.</p>
<p>Under Vietnamese law, sex workers are issued warnings and fined VNĐ100,000-300,000 ($4.3-13), while pimps and sex ring organisers can face jail terms.</p>
<p>Crime Police Department under the Public Security Ministry is continuing the investigations.</p>

<p>Nearly 600 Vietnamese people have touched home soil as the government&#8217;s efforts to repatriate its citizens from the world’s coronavirus hotspots.</p>
<p>On July 13 morning, national flag carrier Vietnam Airlines brought more than 340 people from the UK to Van Don International Airport in the northern province of Quang Ninh.</p>
<p>Passengers included children under 18, students finished schools and had no accommodation, pregnant women, the elderly, the sick, people with pre-existing diseases, stranded tourists, and doctors and nurses who accompanied coronavirus-free British pilot, who made an amazing recovery in Vietnam.</p>
<p>The man was discharged from hospital on July 11 after two months under treatment in Vietnam for the novel coronavirus.</p>
<p>At present, the UK is among 10 countries with the highest numbers of coronavirus cases. It has confirmed more than 289,000 infections and nearly 45,000 deaths.</p>
<p>Meanwhile, on July 11, more than 240 Vietnamese people were repatriated from Singapore.</p>
<p>Vietnam has operated several repatriation flights from Singapore, the third largest Covid-19 hotspots in Southeast Asia with nearly 46,000 infections.</p>
<p>All returnees need to undergo 14-day mandatory quarantine at concentrated centers.</p>
<p>Vietnam has been making efforts to repatriate its citizens at a time the contry has successfully contained the virus. It has reported 372 cases, of which the majority are imported, and zero deaths.</p>
<p>National flag carrier Vietnam Airline is the main operator of the repatriation flights.</p>

										<content:encoded><![CDATA[<blockquote><p>The authorities in HCM City will charge cars entering the city centre from 2021 while carrying out more measures to ease congestion and environmental pollution in the city.</p></blockquote>
<p>The resolution about strengthening public transportation and limiting personal vehicles has been approved by HCM City People&#8217;s Council.</p>
<p>According to the resolution, HCM City will start charging cars entering the city centre from 2021 to 2025, setting up emission control areas and charging environment pollution fees from 2021 to 2030, and pursuing transit-oriented urban development during 2021-2030 period.</p>
<p>The city people&#8217;s council emphasised that they need a synchronised solution to control personal vehicles and public consensus. Before limiting personal vehicles, HCM City authorities must ensure that all requirements about infrastructure, public bus networks, metro lines, parking lots for motorbikes and public bicycle services are met.</p>
<p>Previously, HCM City People&#8217;s Committee proposed 17 solutions to strengthen public transportation by 2030 including completing the metro lines 1, 2 and 5 on time, completing several bus rapid transit routes, investing in minibuses and launching public electric motorbike and bicycle services.</p>
<p>Moreover, the authorities must have plans to ease population density in the city centre, establish more pedestrian areas and adjust the working hours to ease congestion.</p>
<p>From 2021 to 2025, HCM City will focus on developing the public bus system, organise the traffic flow for motorbikes in the city centre. From 2026 to 2030, the city will start limiting personal vehicles and developing mass transit systems. The total project investment is VND393trn (USD17bn), of which VND47.6trn is from the state budget and the rest will come from ODA loans.</p>
<p>Collecting the entrance fees will help ease congestion in the city centre. Lam Thieu Quan, General Director of Innovative Technology Development Corporation which had been granted permission to carry out the research on installing automatic tollbooths to collect tolls from cars entering the city centre. The project will use state budget.</p>
<p>&#8220;The research team had proposed before that state agency should manage the charge and a third party will be responsible for maintaining and operating the technical system,&#8221; Quan said.</p>
<p>Nguyen Le Ninh, a member of HCMC’s Scientific, Technical, and Environmental Advisory Council, said HCM City should focus more on applying technology in management and operation. In the long-term, HCM City should develop residential areas to reduce travelling demands.</p>

										<content:encoded><![CDATA[<blockquote><p>Prime Minister Nguyen Xuan Phuc has allowed the resumption of commercial flights to and from China after five months of shutdown to contain Covid-19.</p></blockquote>
<p>Aviation authorities in Vietnam and China still need consensus on the frequency and conditions of transporting passengers, the Government Office stated Sunday, citing a prime ministerial directive.</p>
<p>The exact date of resumed flights has not been revealed.</p>
<p>Since early February, Vietnam suspended all flights to China after the first Covid-19 infections were reported last December in Wuhan, before halting all international flights from March 25 in an unprecedented move to stem the spread of the Covid-19 pandemic.</p>
<p>Chinese capital, Beijing, faced a second Covid-19 outbreak last month, linked to the Xinfadi wholesale market, a food distribution center. Chinese authorities said it has since brought the new Covid-19 threat under control.</p>
<p>In the latest directive, the PM also assigned the Ministry of Foreign Affairs and Ministry of Transport to increase repatriation flights and reopen commercial services to South Korea&#8217;s Seoul, Japan&#8217;s Tokyo, Taiwan, Vientiane in Laos and Phnom Penh in Cambodia to bring Vietnamese abroad home.</p>
<p>Vietnam Airlines has been tasked to urgently organize a repatriation flight to bring Vietnamese in Equatorial Guinea home as soon as possible. Half of the over 200 stranded workers have tested positive for Covid-19, according to the Ministry of Labor, Invalids and Social Affairs.</p>
<p>The PM also instructed authorities to bring home around 14,000 Vietnamese from overseas in the coming months. Since late March over 11,000 people have been brought home on 55 repatriation flights from various parts of the world.</p>
<p>Vietnam has gone nearly three months without community transmission caused by the novel coronavirus. The country of 96 million people has reported only 372 infections and not a single Covid-19 death.</p>

<p>This comes after the Saigon Gold, Silver and Gemstone joint stock company quoted its SJC gold price this morning at VND50 million per tael for selling and VND50.4 million per tael for buying, therefore representing increases of VND50,000 each in comparison with prices seen a day earlier.</p>
<p>Elsewhere, DOJI Gold and Gems Group moved to raise the buying price by VND90,000 to VND50.13 million per tael, whilst simultaneously boosting the selling price by over VND150,000 to reach an overall figure of VND50.36 million per tael.</p>
<p>The surge can largely be put down to rises in global gold prices, at one point increasing by US$10 per ounce to US$1,808 per ounce on international markets on the morning of July 9, according to Vietnam time, their highest point so far.</p>
<p>With the number of novel coronavirus cases continuing to rise globally, financiers are increasingly seeing gold as a safe investment, with this being the main factor behind the recent number of sharp increases seen in the price of the precious metal.</p>
<p>In relation to the forex market, the VND/USD exchange rate stood at VND23,170 per US$1 for buying and VND23,200 per US$1 for selling on July 9, marking a slight decline of VND20 in comparison with the previous day.</p>

										<content:encoded><![CDATA[<blockquote><p>More than 280 Vietnamese citizens, including 17 young children, have been repatriated after being stranded in Russia for several months due to the novel coronavirus disease (COVID-19) pandemic, the Vietnam News Agency reported.</p></blockquote>
<p>Vietnamese authorities, representative agencies in Russia, and national flag carrier Vietnam Airlines worked together with Russian authorities to bring the citizens home on Wednesday and Thursday.</p>
<p>The passengers included 17 children — many of whom are under two years old — the elderly, the sick, pregnant women, workers with expired labor contracts, stranded tourists, and students with no place to stay after their schools and dormitories were closed.</p>
<p>The Embassy of Vietnam in Russia coordinated with local authorities to help the citizens travel from Vladivostok, Ekaterinburg, Saint Petersburg, and some other localities to an airport in Moscow.</p>
<p>Strict security and safety measures were enforced during the flight to protect passengers’ health and prevent the spread of the disease.</p>
<p>All passengers and air crew members underwent a health check and were brought to quarantine centers after their arrival at Can Tho International Airport, located in the namesake Mekong Delta city.</p>
<p>Under the prime minister’s direction, domestic authorities and Vietnam’s overseas representative offices will arrange more flights to repatriate Vietnamese citizens.</p>
<p>The coronavirus has infected almost 12.1 million people and killed more than 552,000 patients around the world as of Thursday morning, according to the Vietnamese Ministry of Health&#8217;s statistics.</p>
<p>Vietnam’s COVID-19 tally is currently at 369, with 347 recoveries and zero deaths.</p>

<p>The company announced the opening via a recent Facebook post, saying the store will located on the first floor of the Parkson Saigon Tourist Plaza. The District 1 department store is also where Japanese casual wear retailer Uniqlo launched its first Vietnamese store last year.</p>
<p>The company did not mention the specific date for the opening, but it has been hiring people for store supervisors and other positions.</p>
<p>Ryohin Keikaku, the retailer&#8217;s parent company, had said last year that it would establish its subsidiary, Muji Vietnam, as a 100 percent foreign-owned company headquartered in Saigon.</p>
<p>Muji is internationally known for its wide range of homeware and consumer products at affordable prices ranging from furniture to clothing and even cosmetics. It has over 900 stores around the world, including 454 in Japan.</p>

<p>Vietnam has extended stay permits by one more month for stranded tourists who entered the country since March 1 but remain stranded due to Covid-19 travel restrictions.</p>
<p>Foreigners who entered the country on a tourist visa, e-visa or visa exemption since March 1 and are benefiting their automatically-extended stay for one month until June 30 will be eligible to stay for another month until July 31.</p>
<p>In the latest announcement made by the Immigration Department under the Ministry of Public Security on Tuesday, foreigners, who want to leave Vietnam before July 31, have to undergo no official procedures.</p>
<p>Those who entered Vietnam before March 1 are also eligible to have their stay automatically extended until the end of July if they could prove they were stranded in Vietnam due to Covid-19 as confirmed by relevant diplomatic missions, or could provide documents issued by Vietnamese authorities to confirm they were quarantined or treated for Covid-19, among other reasons.</p>
<p>Any foreigner who has been given automatic temporary residence permit extension has to declare their residency and health status as per regulations, VnExpress reported.</p>
<p>Those who do not fall into the aforementioned categories or who commit violations shall be handled in accordance with Vietnam’s laws.</p>
<p>As a measure to prevent the spread of Covid-19, Vietnam has shut its borders by suspending all international flights since March 25, halting the issuance of new visas for all foreign nationals since March 18.</p>
<p>Thousands of foreigners stuck in Vietnam amid travel restrictions due to the evolution of the coronavirus outbreaks globally.</p>
<p>At a government meeting in Hanoi last week, Prime Minister Nguyen Xuan Phuc stated Vietnam was not yet ready to open up to international tourists given the lack of improvement in the global situation and the second wave of infections suffered by several countries in the region, including China and South Korea.</p>
<p>Meanwhile, Dr Kidong Park, the World Health Organization (WHO) Representative to Vietnam, warned the country of imported infections if it considers reopening its borders.</p>
<p>Vietnam has undergone 77 days without local transmission. Comments by a number of foreigners in Vietnam show that the country is safe and their stay here is good in terms of health safety.</p>
